Enclosure 25
Sir,
6, Des Voeux Road Central, Hongkong, 22nd. January, 1918.
Hongkong South Development Scheme.
309
Referring to our letter to you of the 17th. August last we much regret to inform you that we are still without the information required to enable us to register the proposed Company and take up the necessary capital.
On the 29th. August last we communicated the position fully to our principals in London, but they did not receive our letter until 27th, October.
They at once took the matter up with the Oerlikon Company (the leading fim of Swiss Engineers who have had this matter in hand for a considerable time) and with a lorg British Engineering Firm, Hestre. Blackwells. Mr. Lawrence Gibbs, who is still in England, conferred with these two firms who agreed to take joint nction and submit a joint tender for the construction of the Tramway in accordance with a modified scheme of traction.
We were informed of this arrangement by letter dated 12th. November which did not reach us until about the 14th. instant. In this letter it is stated that the approxi- -mate figure of the tender would be telegraped to us as soon as received, and that we should in due course receive a letter from the Oerlikon Company explaining the proposals in detail. We are therefore expecting the telegram and letter
at any moment.
We are als expecting to receive the draft
bill, which we sent to England, be every mail.
To The Hon. Colonial Secretary.
